[gnutls-devel] GnuTLS | multiple issues in handling KeyUpdate messages (#699)

[Development of GNU's TLS library]

What about increasing the key updates per sec to something larger like 8 or 16? The reason this exists is mainly because there was a similar situation under tls1.2 where alert messages could be sent by the client continuously and cause a DoS on the server. To counter that a rate limit was introduced (with `handshake_suspicious_loops`), thus I thought it would be a good idea to limit these too.
