[gnutls-devel] GnuTLS | certtool should not use libopts to parse template files (#774)

certtool uses libopts to parse template files and as we are disentangling from it, certtool should use something simpler and more efficient. In particular, the certtool template format is a `key = value` format without sections, and pretty much any .ini file handler would do.
