[gnutls-devel] GnuTLS | GnuTLS will limit year to 2037 when time_t is 32-bit (#843)

Somehing similar was reported as #370 which was solved by documenting the issue and not failing silently but issueing warning messages. ("This system expresses time with a 32-bit time_t; that prevents dates after 2038 to be expressed by GnuTLS.")
