You mean they don't run any tests ? At least for Debian packages are (often ?) built directly from git. I am not an expert here, but did building some Debian packages.

Anyways, with your argument we should enforce the existence of e.g. 'datefudge'. Any developer can install it. Why do we SKIP so many tests if it is not available ?
