[gnutls-devel] GnuTLS | Create files in gl/ licenced lgpl2+ instead of lgpl3+ (!1178)

The gnulib files in gl/ are LGPL3+ and get linked into libgnutls which is assumed to be LGPG2+.

This patch fixes the gnulib part to LGPL2+.
