[gnutls-devel] GnuTLS | gnutls_pubkey_verify_data2 should support IEEEP1363 style ECDSA_SHA256 signatures (#995)

## Description of the feature:
There are two formats for ECDSA_SHA256 signatures. IEEEP1363 and Rfc3279. Currently it appears as if GnuTLS only supports Rfc3279 signatures and .NET Core only supports IEEEP1363 signatures. 

## Applications that this feature may be relevant to:
Any application that uses gnutls_pubkey_verify_data2

## Is this feature implemented in other libraries (and which)
.NET Core is implementing is adding support for both forms. [.NET core issue](https://github.com/dotnet/runtime/issues/31548)
