So, one step further now :-) I mean, knowing that it's your provider.

The gnutls-cli-debug output here looks exactly the same than yours.

Do you have a TLS server where you can use tshark / tcpdump ? 
If so, see if you can reproduce the issue and make sure that it works with your VPN. 
Next, capture the packages for both connections on the server. 
Then compare. There could just be packets being split in the network, for example. 
I see no other way to track it down.
