I think I've got deeper. I was studying the captures of the GnuTLS vs OpenSSL network traffic (posted earlier), and I noticed a difference in the "Key Share extension". OpenSSL only advertises "x25519", while GnuTLS also advertises "secp256r1". So I ran:

```
gnutls-cli github.com --priority=NORMAL:-GROUP-SECP256R1
```

I'll now go and try to figure out how I can set up a web server somewhere with TLSv1.3 and SECP256R1 enabled...
