1. Add detection of extended instruction set on zhaoxin cpu(cpu inherited via), e.g:ssse3,sha, aesni,pclmul,avx. 
2. Modify the variable or function name that contains via.
## Applications that this feature may be relevant to:
This can improve the performance of gnutls on zhaoxin cpu. 

## Is this feature implemented in other libraries (and which)
Will not affect other libraries
