[gnutls-devel] GnuTLS | Add a general purpose cipher benchmarking tool (#1204)

While `gnutls-cli` already provides a couple of options for benchmarking, the supported cipher algorithms are hard coded and not all algorithms are supported. It would be nice if we have a simple benchmarking tool similar to OpenSSL's speedo command, that takes an arbitrary algorithm with different parameters.
