I agree that special-casing root CAs is one option. Another possibility might be to make `%PROFILE_MEDIUM:%VERIFY_ALLOW_SIGN_WITH_SHA1` tolerate SHA-1 signatures in certs (it currently rejects them, which is counterintuitive).
