[gnutls-devel] GnuTLS | afalg: switch to using pkgconfig for libkcapi detection (#1207)

This is a follow-up of !1404 once it gets merged.

Currently the build infrastructure unconditionally links to libkcapi if `--enable-afalg` is specified. It would be nice that we have a check in configure script using the [PKG_CHECK_MODULES](https://autotools.io/pkgconfig/pkg_check_modules.html) macro.
