[gnutls-devel] GnuTLS | Compilation time disabling of TLS 1.0, TLS 1.1 and DTLS 1.0 (#1268)

TLS 1.0, TLS 1.1 and DTLS 1.0 are only getting weaker and are used less and less.

GnuTLS should provide a compilation time flag to disable support for those obsolete protocols so that they can't be used accidentally.
