Do you mean `PKG_CONFIG_PATH`? I've already set `PKG_CONFIG_PATH=/usr/lib64/pkgconfig` in `/etc/profile` but it also doesn't work.
Btw, in Debian based system, can I solve the problem by changing the install path of nettle?
