I've added a check for key size; the hash algorithm is checked in the [caller](https://gitlab.com/gnutls/gnutls/-/merge_requests/1465/diffs#3459859ca597f508896beb5447c951f4979231a1_1203_1205).

By the way, currently do we need a similar check for encrypt/decrypt?
