As [discussed](https://mailarchive.ietf.org/arch/msg/tls/PEonr0nlMNumUVpw6bFgNlNjwpE/) in the context of the `record_size_limit` extension, GnuTLS might be enforcing a lower limit of record sizes; I need to double check.
