You seem to be right, it depends on the load of the system. If it is idle I will get 100% success with GNUTLS_TEST_TIMEOUT=18000 and 100% error with GNUTLS_TEST_TIMEOUT=15000.

Afaict the default value is 20000 so the system must have had some load when I reproduced the issue originally.
