[gnutls-devel] GnuTLS | lib/fipshmac tool should be able to run on system libgnutls.so (#1359)

Currently, `lib/fipshmac` invocation relies on the run-time linker to determine the path to libgnutls.so. As the libtool-generated wrapper script tweaks `LD_LIBRARY_PATH`, there is no way to tell it the right path. A possible improvement would be to extend the tool to take a path to libgnutls.so from the command line.
