Hello and thank you for the report.
I am not sure if this issue is cross-compilation specific. From what I know, if I try to build gnutls with fips mode enabled on the system (setting the flag --enable-fips140-mode for gnutls does not trigger this by itself) the build fails because fipshmac is executed but libgnutls.so is not yet created. Build should succeed if you build gnutls with --enable-fips140-mode but the system is not in fips mode.
We will look further into this.
