I suspect for KTLS, we could simply move the definitions (`gnutls_transport_ktls_enable_flags_t` and `gnutls_transport_is_ktls_enabled`) to `<gnutls/gnutls.h>`, as they do not depend on any functionality provided by `<sys/socket.h>` and existing users of them should be already including `<gnutls/gnutls.h>`.
