[gnutls-devel] GnuTLS | Incomplete API listing under NEWS (#1406)

I was using the [NEWS](NEWS) file to refer to API changes, however I have noticed that the function `gnutls_x509_crt_get_pk_algorithm` is missing. Using

    git log -S gnutls_x509_crt_get_pk_algorithm --reverse | head -n1

I find the first commit in which it is mentioned and then with

    git tag --contains dc9ea76e89a13e5d119607fe1b3b0c9721efa732

I find that the first tag is `gnutls_0_9_1`. I was wondering if it is interesting to revise NEWS to mention these API changes.
