[gnutls-devel] GnuTLS | Expose HMAC-SHA3 from the crypto API (#1487)

Currently, HMAC API (e.g., `gnutls_hmac_init`) does not work with SHA-3 algorithms. They could be useful for some applications and PKCS#12.
