Yeah, reusing of `gnutls_session_get_flags` is quite reasonable.

Just to confirm, It only require to check if `NO_TICKETS` priority string is enabled or not? if yes, then What about the idea adding a distinction from session flags? using something `GNUTLS_SCFLAGS_NO_TICKETS_ENABLED`, a session configuration flags(SCFLAGS) for priority strings related options?
