Interesting, in order to skip the `cfg->allow_rsa_pkcs1_encrypt = true;` line,
one would need to sidestep `cfg_apply()` altogether.
`-d9` output might shed some light on whether it is called.

What is the configuration file to reproduce the issue with?
Is it a regression for configuration files without `override-mode = allowlist`? No configuration file at all?
