As mentioned in the NEWS file, you would need to specify the `--with-liboqs` option at the `configure` command line. For this to work, however, liboqs 0.11 or later has to be installed on the system, though it seems liboqs in Debian is a bit [behind](https://tracker.debian.org/pkg/liboqs). Most likely you would need to compile it by yourself and adjust the build-time flags (e.g., `PKG_CONFIG_PATH`) so the GnuTLS build infrastructure can find it. I can create a write-up, but in the long run we will probably migrate to a native implementation which doesn't require liboqs.
