[gnutls-devel] GnuTLS | tls13/compress-cert-neg2 test fails building from 3.8.8 release (#1634)

Hi!

After updating the package from 3.8.2 to 3.8.8 in GNU Guix (which uses the release tarball), I get a single test failure:

```

Perhaps it should have been skipped like the test above? (the package is currently built without brotli or zstd compression).
