[gnutls-devel] GnuTLS | add meson (!1914)

[Read-only notification of GnuTLS library development activities]

It shows that meson build system can add step by step, and not do it with one large commit.
It have: 
- Commit in the right direction
- Small changes that can review easily
- Don't break the current build tool.
- Add CI test to check the new build system.
