[gnutls-devel] libtasn1 | asn1_decode_simple_der doesn't accept empty OCTET STRING (#48)

I think there are more examples of this empty vs missing confusion in libtasn1, almost to the point that the simplest solution is to treat this as intentional while sub-optimal behavior.
