I'm currently using GnuTLS version 3.8.3 on Linux Mint, and it's working fine for me. To assist in diagnosing the issue you're facing, could you please try the following steps?
```
export GNUTLS_DEBUG_LEVEL=9
``
and try re-running the GnuTLS command
