Just a side note, we could use file [globs](https://pubs.opengroup.org/onlinepubs/009695399/functions/glob.html) to support both a single file or files under a directory in a unified manner, e.g., `file-required = /etc/foo` vs `file-required = /etc/foo/*.conf`. The Gnulib [glob](https://www.gnu.org/software/gnulib/MODULES.html#module=glob) module can be used for that.
