This was required by our FIPS auditor. 
I couldn't get a handle on how it's mandated by changes in the standard, 
but apparently this is better, since it's not calling the crypto operations 
piece by piece.

* Use full hash+sign operations in pct_test.

pct_test inside fips uses low-level, separate primitves
for some hasing and signing. Replace them with high-level,
more specific APIs.
