Lack of better handling of this now breaks 'make distcheck' on any platform that lack GnuTLS with SRP:

```
make[6]: *** No rule to make target 'tests/srp-base64.scm', needed by 'tests/srp-base64.scm.log'.  Stop.

```

I think the SRP stuff be conditionalized like the existing crypto on/off handling.  Maybe something extra is needed because this was in libgnutls-extra.
