The certtool -i command failed to successfully parse the Nameconstrains extension

## Version of gnutls used:
gnutls-cli 3.7.3

## Distributor of gnutls (e.g., Ubuntu, Fedora, RHEL)
Ubuntu

## How reproducible:

Steps to Reproduce:
certtool -i --infile test.pem
