Thank you for the report, @Qriist. I'm afraid I don't have access to a native Windows environment and the stack trace doesn't look very useful as these gnutls and nettle symbols are orthogonal; perhaps they are mixed up because of multi-threading?

Reading the curl issue: it seems to be settled as an issue in the fork of GnuTLS in vcpkg. I'm closing this for now; if you can reproduce it with a package built from the canonical source, feel free to reopen.
