Yes, that's correct. GnuTLS 3.8.11 bumped nettle requirement to 3.10, though Fedora 42 has only 3.7 for mingw. Maybe we can update the CI base image to Fedora 43+ (which has nettle 3.10.1) at some point, but it's probably no earlier than 3.8.12 release.
