Thanks for picking this up, David. Looks generally good, though probably we might need to postpone this to the next release, as 3.8.13 is in preparation. One suggestion until then:
the Gnulib `streq` module seems to be transitively pulled in; could it be more explicit by adding it to `common_modules` in `bootstrap.conf`?
