[gnutls-devel] GnuTLS | Modularize `gnutls_int.h` (#1926)

Over the time, `lib/gnutls_int.h` has evolved like a kitchen sink; it includes 30 header files and defines 7 inline functions and 145 macros. We should review them and make *.c files pull in only necessary definitions.
