[gnutls-devel] GnuTLS | Remove minitasn1 (#1938)

Given that the library interface of libtasn1 is considered stable and no significant ABI changes are expected, we probably could remove the bundled one (minitasn1) to reduce the maintenance burden. The users who want to statically link to libtasn1 can do that by compiling it with `--disable-shared` just like what Fedora does with leancrypto.
