[gnutls-devel] GnuTLS | Remove minitasn1 (#1938)

I realized that a better way to implement the minitasn1 approach would be with a git submodule.  

I think we should first remove the current minitasn1 approach, and then if we find a strong use-case for it, re-implement the concept using a git submodule of libtasn1 instead.  I normally dislike git submodules, and I think most users are much better of building libtasn1 separately before GnuTLS.
