Note on versioning: the new symbol is bound to a `GNUTLS_3_8_14` node in `libgnutls.map` (and `devel/symbols.last`) only because the linker version script requires a concrete version, and `master` is currently at 3.8.13 — so this is a **next-version placeholder**, not a request to target a specific release. Please retarget the version node, the `symbols.last` entry, and the `Since: 3.8.14` doc tag to whatever release you intend. I deliberately left `NEWS` untouched so you can add the entry under the chosen release.
