rely on replacing gnutls function calls; something that works on ELF systems, but may not be available if certain flags are provided to the linker (see <a href="https://gitlab.com/gnutls/gnutls/issues/584" data-original="#584" data-link="false" data-link-reference="false" data-project="179611" data-issue="14728948" data-reference-type="issue" data-container="body" data-placement="bottom" title="tls13/prf fails with hardening LDFLAGS" class="gfm gfm-issue has-tooltip">#584</a>). We should make sure that these tests are run in at least one CI run, and any incidental disabling of them (e.g., compiler/linker defaults changing) will be detected.</li>
