<p>It's a <em>must</em> when targeting XP because it may not be available. Above XP it's guaranteed to be there.</p>

<p>I just wanted to give the option for anyone who still want to use a DLL loading. It's possible people want as little hard dependencies as possible, so when gnutls is loaded it doesn't grab a whole bunch of other DLLs. In dynamic mode the DLL will only be loaded if it's really used. So IMO it's still good to provide the option, even though by default the static linking is preferred.</p>
