It triggers the <a href="https://gitlab.com/gnutls/gnutls/-/issues/1020" data-original="#1020" data-link="false" data-link-reference="false" data-project="179611" data-issue="35509675" data-reference-type="issue" data-container="body" data-placement="top" data-html="true" title="3.6.14 fails to build on Windows because of missing bcrypt/ncrypt" class="gfm gfm-issue has-tooltip">#1020</a> issue.
This is fixed in <a href="https://gitlab.com/gnutls/gnutls/-/merge_requests/1281" data-original="!1281" data-link="false" data-link-reference="false" data-project="179611" data-merge-request="60838127" data-project-path="gnutls/gnutls" data-iid="1281" data-mr-title="Merge the extra libraries to link dynamically in GNUTLS_LIBS_PRIVATE" data-reference-type="merge_request" data-container="body" data-placement="top" data-html="true" title="" class="gfm gfm-merge_request">!1281</a>, as visible in <a href="https://gitlab.com/gnutls/gnutls/-/merge_requests/1279" data-original="!1279" data-link="false" data-link-reference="false" data-project="179611" data-merge-request="60827085" data-project-path="gnutls/gnutls" data-iid="1279" data-mr-title="Fix Vista CI and add a Vista DLL target" data-reference-type="merge_request" data-container="body" data-placement="top" data-html="true" title="" class="gfm gfm-merge_request">!1279</a> which contains the fix and the same CI code changes as this MR.</p>
