<p dir="auto">A couple of issues I see here:</p>
<ol dir="auto">
<li>The <code>!-VERS-SSL3.0</code> syntax is invalid and the documentation should be updated</li>
<li>There is no fallback mechanism from <code>@SYSTEM</code> to <code>NORMAL</code> at the priority string level</li>
</ol>
<p dir="auto">For the latter, I suspect the least surprising behavior (for both the systems with/without the default configuration file) is determine the <code>@SYSTEM</code> priority at build time, e.g., adding a new configure option <code>--with-system-priority=NORMAL</code> for Debian.</p>
