<p dir="auto">PEM implies the presence of headers around the base64 encoded block. Also, wouldn't removing the headers also break GnuTLS functions for loading multiple responses, e.g. <a href="https://gnutls.org/manual/html_node/Core-TLS-API.html#gnutls_005fcertificate_005fset_005focsp_005fstatus_005frequest_005ffile2" rel="nofollow noreferrer noopener" target="_blank">gnutls_certificate_set_ocsp_status_request_file2()</a>?</p>
<p dir="auto">If you need plain base64 the simplest solution would be to use the default DER output and pipe that through <code>base64</code>.</p>
