libgcrypt is a separate project for quite some time now. 

It used to be in the development branch of GnuPG but this is not
anymore the case.  Future versions of GnuPG will use Libgcrypt,
currently we are working on an S/MIME version of GnuPG which already
uses Libgcrypt.

Either get it from the CVS or from ftp.gnupg.org/gcrypt/alpha/libgcrypt/
