gnutls-cli doesn't understand SMTP, so you would have to do:

gnutls-cli --print-cert --starttls --port 25 foo.bar.com
...
STARTTLS
^D
...

Where ^D is control-d (i.e., EOF).  On Windows, it is ^Z.
