Thanks for the tip.  Note the test requires 3.4.0 so one might assume
that this feature didn't work prior to then?

I've duplicated the test as close as I can, with no luck.  Perhaps
this doesn't work outside of the test case.  It would be encouraging
if the test was against the command line gnutls-cli and/or perl as my
test is.
