Hmm strange, but server partly send dtls 1.0 packets ant partly - 1.2 
packets. The client sends first packet with dtls1.0 packets and then - 
1.2 packets. 99% for that I'm doing something wrong, but I'm luck of 
idea. Maybe you have a couple of minutes glance on the pcap in 
attachment? There are some malformed packets, but I don't know what to 
do with that information.

P.S. I'll compile a code from example in an hour for that and 0-timeout 
issues.
