[gnutls-help] GnuTLS error -15: An unexpected TLS packet was received.

Hello gnutls-help,
I'm setting up vsftpd on apache and using SSL. When I try logging in with 
FileZilla I get this error message.

Error:  GnuTLS error -15: An unexpected TLS packet was received.
Error:  Could not connect to server

I am new to server configuration and not sure what this error means.

I have added the following parameters in vsftpd.conf:

# enable TLS/SSL
ssl_enable=YES

# force client to use TLS when logging in
allow_anon_ssl=NO
force_local_data_ssl=YES
force_local_logins_ssl=YES
ssl_tlsv1=YES
ssl_sslv2=NO
ssl_sslv3=NO
require_ssl_reuse=NO
ssl_ciphers=HIGH

# specify SSL certificate/private key
rsa_cert_file=/etc/ssl/private/vsftpd.pem
rsa_private_key_file=/etc/ssl/private/vsftpd.pem 

Any help you can offer appreciated.
